The Institution

History of IPSO

The International Psychoanalytical Studies Organization (IPSO) has been in existence since 1973. Prior to that time, psychoanalytic candidates were not represented in their institutes or societies and thus, had no forum in which to discuss concerns about their own training and education. In the late sixties, perhaps echoing the worldwide dissatisfaction of a younger generation with authority and perhaps even being encouraged by such dissent, a group of candidates planned a demonstration during the 1969 International Psychoanalytic Association's Congress in Rome. The threat of such a confrontation mobilized the training analysts attending the Congress to consider the possibility of candidate representation, but at a later date. The group of candidates did not actually demonstrate but instead, held their own simultaneous meetings near the IPA's meeting site, discussing issues of training, lack of candidate representation on committees, and overall limited inclusion within their communities.

Leo Rangell, then the new President of IPA, requested that a student conference be organized for the upcoming Conference on Training to be held in Vienna in 1971. A candidate committee was organized and headed by two students, one from Great Britain and one from the United States. Reportedly, both analyst and candidate groups contained hostility and resentment. The analysts regarded the student meetings as "subversive" and the candidates expressed their discontent after the long-standing tradition of being excluded. In the end, the meetings were fruitful as they provided an avenue for discussion and for the expression of candidates' needs. It was at this meeting that the proposal for a candidate organization was formulated and IPSO's birth was announced.

Currently, IPSO enjoys a collaborative and productive relationship with the IPA. Consecutive and/or simultaneous congresses are held every two years. IPSO is governed according to its Constitution and By-laws, publishes its own journal, manages a budget, and elects members to its Executive Committee who, in turn, represent the interests of candidates in local and international committees and institutions.

IPSO's Constitution and By-Laws are being revised and will be posted on the website as soon as that is completed.


Member Benefits

IPSO invites and encourages all psychoanalytic candidates to become members. Those candidates training in institutes of the American Psychoanalytic Association automatically become members of IPSO when they join as Affiliates. You may contact your regional representative who can advise you, on a local level, of the specifics on how to join IPSO.

Most new members comment on the intellectual excitement and social liveliness of the IPSO group.

Constitution and ByLaws of IPSO

Article 1. Title

The name of the organization shall be the �International Psychoanalytical Studies Organization,� herein referred to as IPSO.

Article 2. Definition of Psychoanalysis

The term, �psychoanalysis,� refers to a theory of personality structure and function, to the application of this theory to other branches of knowledge, and finally, to a specific psychotherapeutic technique. This body of knowledge is based on and derived from the fundamental psychological discoveries made by Sigmund Freud.

Article 3. Objectives of IPSO

- To facilitate communication and free exchange betweeen psychoanalytic candidates and psychoanalytic organizations throughout the world by means of appropriate scientific congresses, regional meetings and publications.
- To promote, on a world-wide basis, the best interests of candidates with respect to their psychoanalytic training and education.
- To provide liaison between candidates on the international level and to provide representatives to the International Psychoanalytic Association (herein referred to as IPA) and other bodies.
- To advance psychoanalysis as a body of theory, method or research and a technique of treatment.

Article 4. Composition and Membership of IPSO

IPSO is composed of Full Members and Donor Members. Moreover, the words �he� and �his� will equally refer to te words �she� and �hers.�
(a). Full Membership
IPSO shall have two classes of voting members: 1) Component; and, 2) Individual.
1) Component Group Membership
This shall be the primary form of membership. It shall be open to any psychoanalytic candidate organization, student organization or other formal or informal group of candidates on payment of the component group subscription, providing that the group exists amongst students of psychoanalysis who have been fully accepted for training in psychoanalysis by a training institute approved by the IPA. Only one component group membership will be accepted from any one approved institute.
2) Individual Membership
This will be open to any student of psychoanalysis who:
- has been fully accepted for training in psychoanalysis by a training institution accepted by the IPA.
- has been accepted as a bona fide student by the Executive Committee (herein referred to as �Excom�) of IPSO in the absence of 3.a.2.a by virtue of a student�s living in a location where no such training center exists. The criteria for determining if a candidate is a bona fide student of psychoanalysis shall be whether or not he or she has been accepted as such by the IPA.
- has been granted a waiver by the General Treasurer. In this case, the candidate must comply with Article 4.a.2.a. and 4.a.2.b.
3. Termination of Membership
A candidate woho has completed his/her psychoanalytic training, has been duly qualified or graduated and has paid individual or group membership dues remains an IPSO member through the Business Meeting of the IPSO Pre-Congress following his/her graduation.
Membership is terminated:
a. If the candidate does not pay dues unless the General Treasurer has waived the latter.
b. If a candidate is convicted of an ethics violation by his/her institute or by the IPA.
c. If any of the conditions for membership are unfilled.
4. Eligibility to Vote
All Full Members of IPSO have the right to attend IPSO�s Business Meetings, where they have full voting rights. Donor Members may only vote if they are also Full Member.
5. Eligibility to Hold Office
All Full Members of IPSO are eligible to stand for election to office.
6. Right of Attendance at Scientific Meetings

(b) Donor Membership
This membership does not provide voting rights within IPSO. It shall be open to:
a. Any person, including but not limited to members of the IPA, who pays a subscription to IPSO.
b. Any group or organization wishing to contribute financially or morally to IPSO which pays a subscription subject to the persons or group demonstrating a bona fide interest in psychoanalysis.

Article 5. Annual Subscriptions (Dues)

The annual subscription (dues) shall be proposed by the Executive Committee and determined by the Business Meeting on the proposal of the Excom. Dues are paid in U.S. Dollars. There shall be three classes of subscriptions (dues):
1. Component Group
This is the preferable membership. The Institute or Society in this case generally pays membership.
2. Individual
Where thee is no component group of candidates, the candidate may join individually.
3. Donor
Donations to IPSO should be made through the Central Treasury, although such donations may be earmarked for use by a particular region or a particular activity. In the latter case, the Central Treasurer and the Vice-President of the region in question should be duly informed.

Article 6. Executive Structure and Administration

The supreme control of IPSO shall be vested in the meeting of its members (Business Meeting) duly convened at the IPSO Pre-Congress organized in conjunction with each International Psychoanalytical Congress.
The meeting shall be called the Business Meeting of the IPSO.
Between Business Meetings, the President and the Excom shall be empowered to act on behalf of IPSO, to administer its business and to further its objectives, including the initiation of a mail ballot of the membership on substantive matters as provided by Bylaw 1. The Excom shall govern itself by a Procedural Code in a manner consistent with the Constitution and Bylaws of the IPSO.

(a) Business Meetings
The Business Meeting and the IPSO Pre-Congress shall be convened by the Excom every two (2) years. The Presidet shall conduct the Business Meetings or another person delegated by the President, in accordance with the procedurs laid down in the Bylaws.
The Business Meeting is open only to Full Members of IPSO, but others may be allowed to attend at the discretion of the Excom.
Elections for the Executive Committee shall take place at these regular meetings. Elections shall be by the majority of those present.
The President-elect shall take minutes. A summary of the minuts shall be published in the Newsletter on IPSO�s Webpage. The complete minutes shall be kept in the IPSO Archives seated in London. Any member wishing to see a copy shall contact any member of the Excom.
(b) Extraordinary Business Meetings
May occur at such times and places as determined by the Excom. A quorum shall be ten members in addition to the members of the Excom.
(c) Executive Committee The Excom shall meet yearly. This yearly meeting shall occur in conjunction with the IPA Council and House of Delegate meeting. Policy decisions may be made at this meeting or at an Extraordinary Business Meeting, subject to approval by the membership.
The officers of IPSO (together the Executive Committee) shall be:

1. The President, who shall be the chief executive officer of IPSO. He shall preside at the Business Meeting, all other general meetings of IPSO and of the Executive Committee.
2. The President-elect, who shall preside at meetings should the President not be available. He shall succeed to the Presidency at the end of the next Pre-Congress, following his installation as President-elect. Should the President require replacement, the President-elect shall become the Replacement-President (see Bylaw...).
3. The Vice-Presidents, who shall prform th duties assigned according to the Procedures Manual. Thre are four (4) Vice-Presidents for each of IPSO�s regions: Europe, North America, Latin America and Africa/Australia/Asia.
4, The three (3) Vice-President-Elect for Europe, North America, and Latin America, who shall assist the abovementioned Vice-Presidents in their duties.
5. The Central Treasurer, who shall receive, disburses, account for and manage all monies of IPSO. The Central Treasurer shall submit a financial statement each year to the Excom, and every two years to the Business Meeting.
6. Editor of the Newsletter and Journal, who is also responsible for the publications on the Internet (IPSO Website).

At the President�s discretion, and/or with a two-thirds majority of the Excom, an advisor or consultant may be appointed to the Excom to fulfil a specific mission. An advisor is not a voting member of the Excom, as only elected members are voting members.
(d) Official Publications
1. The official organ of IPSO is the Newsletter, edited by the Editor and published at appropriate interval on IPSO�s Website. A report or summary of the Pre-Congress and of the Business Meeting shall appear in the first Newsletter in the year after the Pre-Congress.
2. IPSO Journal: A Journal for Candidates.
3. Pre-Congress of Candidates (PCC): IPSO shall support and be actively involved in the development and organization of the PCC.
4. IPSO Archives and History: IPSO shall support the development and maintenance of archives to be called �The Archives and History of IPSO.� These Archives are located at the IPA headquarters currently located in London. IPSO assumes responsibility for the care and maintenance of these Archives.

All Full Members have the right to attend Scientific Meetings organized by IPSO, on payment of Congress fees. Non-members may attend scientific meetings organized by IPSO on the condition that they are candidates or members of IPA approved institutes and have paid the Congress fees.

Article 7. Amendments to the Constitution and Bylaws

The Constitution and Bylaws of IPSO may be amended as follows:

a. An amendment may be proposed by the Excom or by a resolution signed and seconded by two members of IPSO and sent in writing to the President-elect of IPSO. The proposed amendment shall be published in the next Newsletter.
b. An amendment shall be and be deemed to be approved when it receives the approval of two-thirds of the members responding within the time imit designated by the Excom.
c. A report of the proceedings of the Business Meeting shall be published in the IPSO Newsletter.

Bylaws

1. Voting at Business Meetings
All members may vote by show of hands or a secret ballot at the Business Meeting. The Chair of the meeting (the President or his delegate) shall have the deciding vote when votes have been equally cast for and against a business item, except for voting on amending the Constitution and Bylaws, which requires a two-thirds majority.
2. Agenda
The President-elect shall circulate (through IPSO�s Website) a Provisional Agenda to the members attending the Business Meeting.
3. Resolutions
Resolutions, which are not proposed amendments to the Constitution and Bylaws passed by the Business Meeting are binding on IPSO until the next Business Meeting. If it is desired to make permanent the intent of the Resolution, it must be presented in the form of a proposed amendment to the Constitution and/or Bylaws according the provisions of Article 6.
Resolutions expressing a preference, if passed by the Business Meeting, are not binding on IPSO.
4. Procedures for Moving Resolutions Resolution included on a prepared agenda of any Business meeting.
Any member may propose a Resolution provided it is submitted, duly signed and seconded, to the President-elect of IPSO. The Excom may move a Resolution. Resolutions, if passed by a majority of members, are to be regarded as binding on IPSO.
Motions or Amendments to proposed Resolutions moved from the floor.
a. Any two members may move and second a motion or an amendment to a proposed resolution from the floor of the Business Meeting.
b. The President may rule that action on a motion from the floor be deferred for consideration at a meeting of the Excom which shall take place before the meeting terminates.
5. Procedures for the Nomination of Officers
In the normal course of affairs, nominations shall only be for the �elect� (President-elect, four Vice-Presidents-elect), except for the Editor and Central Treasurer.
The Executive Committee of IPSO is composed of Elected Officers: President/President-elect; four (4) Vice-Presidents / three (3) Vice-Presidents-elect; Treasurer; Editor.
On election or appointment to the Executive Committee, it is emphasized that each member is then regarded as an Officer and a representative of IPSO and not of his/hr own local Society.
It is the Executive Committee who carries out the day-to-day business of IPSO on its behalf, wherever possible, relevant or necessary, in consultation with the IPSO members.
(a) President-elect
The President-elect shall be nominated among all interested candidates from the region, which shall inherit the Presidency two years after his or her nomination. Candidates interested in this position shall inform the Vice-President of his/her region and the current President-elect in writing.
(b) Vice-Presidents-elect
By April 1 (in the year of the Pre-Congress), each Vice-President (with the help of the regional IPSO representatives) writes to all IPSO representatives in their region, requesting nominations. S/he shall inform the urrent Vice-president of that region and the vice-president-elect of that region of his/her interest before the elections.
(c) Editor
Candidates interested in the position of Editor should have some prior editorial or publishing experience. A working knowledge of English and Spanish is preferable, as the Newsletter is a bilingual publication.
(d) Central Treasurer
Candidates for the position of Treasurer may come from any region, provided they can have easy access to the Central Account in London and can readily transfer money to the various regions.
Formal bids fo rnomination shall include:
- A statement by the proposed nominee, indicating their willingness to serve through the end of their term, regardless of whether or not they graduate during their term of office.
- Curriculum Vitae
- A statement in writing that the nominee is not currently involved in any disputes relating to his/her ethical conduct.
- A statement from the Institute indicating that the nominee is in good standing at his/her institute.
The Executive committee shall inform the nominees and secure their willingness to serve. To be elected, every nominee must be present at the Business Meeting on the last day of the Pre-Congress. IPSO members, unable to attend the Pre-Congress, may give in writing, their votes to the Vice-President of their region, who will bring them to the business Meeting. These written votes must be submitted no later than 1 May.
The term of Office is two (2) years for the Treasurer and the Editor. They may be re-elected for another two (2) years. For all other Officer the term of Office is four (4) years. Two years as President-elect / Vice-President-elect, and two (2) years as President / Vice-President.
The maximum term for each Officer is four (4) years.
6. Voting for Officers

(a) President-elect, Vice-President-elect, Treasurer and Editor
1. When only one candidate is nominated, s/he shall be declared elected without a ballot.
2. When two (2) candidates are nominated, a simple majority of the vote�s cast shall decide.
3. When three or more candidates are nominated, each member shall vote according to the Single Transferable Vote System.
7. Tenure of Office
The Officers announced as newly elected shall be installed on the last day of the Pre-Congress and serve until they are succeeded at the end of the following Pre-Congress. There shall be a joint out-going and in-coming Excom meeting, presided by the new President at the end of the Business Meeting.
No elected or appointed Officer shall be eligible to serve for more than two (2) full executive terms in the same office.
8. Replacement of Officers
In the event that it is necessary to replace an Officer of the Excom, the following procedure shall be adopted:
a. When it is necessary to replace the President, the President-elect will assume office. Otherwise another Excom Officer shall consult all voting members of the Excom as to which present member of the Excom from the same geographical area if possible, should become the Replacement-President.
b. When it is necessary to replace a Vice-President (or elect), the Central Treasurer or the Editor the President consults with the Officers of the Executive Committee, and appoint a member to hold this office until the next election.
The nominated Interim President or Vice-president will hold office until a new person, from the same geographical area if possible is elected and then installed at the next Pre-Congress.
If deemed necessary, the Excom may decide upon a part Excom member. A simple majority of votes cast shall decide. In case of a tie, the President shall have a second and deciding vote. If the Officer in question is the President, the vice-president of the region, which holds the presidency, shall have the deciding vote.
When it is necessary to replace the Editor or Central Treasurer, the President shall consult with other members of the Excom and appoint a member of the Excom to hold this office until the next election.
9. Indemnification
All officers, members of committees, shall be indemnified by members of IPSO for acts carried out on their behalf against all liabilities reasonably or properly incurred by them.
10. Official language for legal purposes
For legal purposes only, the official language of IPSO shall be English. For legal purposes, the English-language version of the Constitution and Bylaws shall be the official version.
11. Working languages
The working languages of IPSO shall be English, French, German and Spanish. To the extent that it is possible, the Business Meeting of the Pre-Congress shall be translated into the four working languages of the IPA.
12. Applicable rules
Procedures at the Business Meeting will be in accordance with the current edition of Robert�s Rules of Order. Revised in al cases in which they are applicable and in which they are not inconsistent with the Constitution and Bylaws and special rules or order that IPSO may adopt.
The President will nominate an IPSO member to be �Parliamentaria.� This person is responsible for ruling on points of order during the Business Meeting.
13. Acceptance of the Constitution and Bylaws
The foregoing Constitution and Bylaws shall become effective immediately after their acceptance by a two-thirds majority vote. You may contact any of us on the Executive Committee with questions about membership

HISTORIQUE DE LA CREACTION DE L'IPSO ET SES DIFFERENTES ACTIVITES

Pour ouvrir ce petit historique, je vous livre les propos de notre coll�gue Adam Limentani (membre de la Soci�t� Italienne de Psychanalyse) parus dans la Newsletter de l'IPA de 1994.

Il vous faut savoir que Adam Limentani qui a �t� pr�sident de l'Association Psychanalytique Internationale dans les ann�es 1984, d�signa un comit� de candidats en 1969 lors du congr�s de l'IPA � Rome dont voici les circonstances de cr�ation.

" [�] Je me suis souvenu de l'�poque o� les candidats ont mis sur pied quelque chose qui ressemblait � une r�volte afin d'attirer l'attention sur la situation dont ils souffraient, � savoir de n'�tre jamais consult�s sur des questions concernant leur formation.

Pendant les jours qui ont pr�c�d� le Congr�s de Rome de 1969, dans la foul�e de la r�volte des �tudiants de 1968 - qui avait �t� particuli�rement violente � Paris- la nouvelle �clata que les candidats projetaient une sorte de manifestation qui devait co�ncider avec le Congr�s [de l'IPA]. Cette nouvelle �tait manifestement bouleversante pour les analystes qui participaient � la 3�me Conf�rence du Pr�-congr�s sur la formation. Les comptes rendus enregistr�s du travail de cette Conf�rence montrent combien la question des candidats a domin� les d�bats, et combien la r�action des analystes didacticiens et du Conseil lui-m�me � la nouvelle des manifestations propos�es n'�tait en rien moins que de la panique.

Semblant tomber du ciel, des propositions furent faites selon lesquelles les candidats devraient � l'avenir �tre invit�s � participer aux conf�rences sur la formation. Cette tendance a re�u un soutien important de la part de certains anciens analystes , dont Anna Freud, Lampl-de-Groot et Paula Heimann, l'analyste londonienne qui proclamait que " la demande des �tudiants d'�tre consult�s se justifiait largement ". Des doutes furent �mis aussi, et finalement, " ce sujet d�licat fut remis pour une discussion ult�rieure, lorsqu'une occasion s'en pr�sentera ". A la fin de la Conf�rence, le secr�taire a annonc� que " les candidats allaient faire une conf�rence de presse internationale " et qu'ils avaient publi� un " mamnifeste ".

Les membres de la conf�rence ont recommand� � l'unanimit� que l'intervention de la police soit �vit�e si possible.

Mais en r�alit�, ce qui s'est pass�, c'est que les candidats ont tenu un rassemblement de deux jours dans un restaurant, � environ 500 m�tres du Hilton Cavalieri, o� ils ont exprim� librement leurs nombreuses dol�ances, principalement portant sur le fait d' " �tre ignor�s " , de " ne pas �tre consult�s concernant les affaires de formation ", etc.

La r�action imm�diate du nouveau Pr�sident, Leo Rangell, a �t� de confier le probl�me de l'organisation d'une conf�rence des �tudiants pour le prochain Congr�s au Pr�sident de la 4�me Conf�rence du Pr�-congr�s sur la formation , qui devait avoir lieu � Vienne. C'est � ce titre que j'ai d�sign� un comit� de candidats pr�sid� par un �tudiant britannique et par un coordinateur am�ricain. Toutes les organisations de candidats, si

elles existaient, et tous les �tudiants individuellement �taient invit�s � participer, mais la r�ponse fut �touff�e dans l'�uf.

De nombreux conseils �taient ouvertement hostiles � la proposition d'une rencontre des �tudiants, qu'ils consid�raient comme subversive pour leur autorit�.

Mais les �tudiants aussi, dans de nombreux cas, ont r�agi avec une forte hostilit�.

La situation a �t� r�sum�e dans une note du Dr. Montessori au Dr. Gitelson, secr�taire de l'API o� il �crit " Ils (les �tudiants " oscillent entre tourner le dos � l'API, avec d�dain (les Suisses, les Milanais, les Su�dois et une partie des Fran�ais) et �tre trop exigeants ".

N�anmoins, l'exp�rience a continu�, des rencontres furent organis�es uniquement par des �tudiants, avec un certain soutien financier et moral, de la part de l'API, de la F�d�ration Europ�enne et du COPAL.

Premi�re rencontre de l'IPSO en 1971 � Vienne.
Seul incident malheureux : le Pr�sident britannique ne s'est pas montr� � la s�ance d'ouverture. [�] Le rapport confirme une conf�rence tr�s r�ussie, marqu�e par une discussion franche et ouverte concernant toutes sortes de probl�mes relatifs � la formation ainsi que l'annonce de la cr�ation de l'IPSO.

Depuis lors, l'IPSO est devenu un corps bien �tabli. Ses conf�rences traitent de questions scientifiques ainsi que des probl�mes communs aux analystes en formation touchant leurs cursus et leurs formations dans un pr�-congr�s qui se tient en m�me temps que le congr�s de l'IPA tous les deux ans.

Un colloque Europ�en de l'IPSO s'est organis� en 1995 � Berlin Et depuis, tous les ans, � la mi-f�vrier, les anlystes en formation d'Europe, sans oublier nos coll�gues d'Isra�l, se r�unissent dans une des capitales Europ�ennes.

Les probl�mes actuels de l'IPSO:
  • Informer les analystes en formation de chaque Institut de ses activit�s et leur montrer l'int�r�t d'un tel �change.
  • Faire que les analystes en formation s'organisent dans les Instituts o� cette organisation n'est pas de faite comme par exemple en France il y a peu de temps.
  • Travailler en bonne harmonie avec les membres enseignants des Soci�t�s Psychanalytiques.
  • R�organiser le pr�-congr�s en int�grant des ateliers au sein du congr�s de l'IPA.
Il faut savoir que l'IPA se soucie du manque d'int�r�t des analystes en formation pour l'IPSO et s'interroge sur les possibilit�s d'une adh�sion d�s l'admission au cursus de formation ; ce qui permettrait de diffuser � chaque candidat les informations concernant IPSO Internantional et IPSO Europe.

Articulo 1. Titulo

El nombre de la organizaci�n ser� la "Organizaci�n Internacional de Estudios Psicoanal�ticos", en adelante llamada IPSO

Articulo 2. Definici�n del Psicoan�lisis

El t�rmino �psicoan�lisis� se refiere a una teor�a sobre la estructura y el funcionamiento de la personalidad, a la aplicaci�n de esta teor�a a otras ramas del conocimiento y finalmente a una t�cnica psicoterap�utica especifica. Este cuerpo de conocimiento est� basado y derivado de los descubrimientos psicol�gicos fundamentales hechos por Sigmund Freud.

Articulo 3. Objetivos de IPSO

- Facilitar la comunicaci�n y el libre intercambio entre candidatos psicoanal�ticos y organizaciones psicoanal�ticas a nivel mundial, a trav�s de congresos cient�ficos apropiados, reuniones regionales y publicaciones.
- Promover, a nivel mundial, los mejores intereses de los candidatos con respecto a su formaci�n y educaci�n psicoanal�tica.
- Proveer una vinculaci�n entre candidatos a nivel internacional , y proveer representantes a la Asociaci�n Psicoanal�tica Internacional (en adelante llamada IPA) y otros cuerpos.
- Desarrollar el psicoan�lisis como cuerpo de teor�a, m�todo o investigaci�n y t�cnica de tratamiento.

Articulo 4. Composici�n y Membres�a de IPSO

IPSO esta compuesto por Miembros Completos y Miembros donantes. (la palabra ��l� ser� equivalente a �ella�)
(a). Membres�a Completa
IPSO tendr� dos clases de miembros votantes: 1) Componentes Grupales y 2) Individuales.
1) Miembros Componentes Grupales.
Esta ser� la forma primaria de membres�a. Estar� abierta a cualquier organizaci�n de candidatos psicoanal�ticos, organizaci�n de estudiantes u otros grupos formales o informales de candidatos que se haga cargo del pago de la suscripci�n; el grupo deber� estar constituido por candidatos aceptados para formaci�n en psicoan�lisis por un instituto reconocido por la IPA. Solamente se aceptar� una membres�a de grupo componente por cada instituto.
2) Miembros Individuales.
Ser� abierto a cualquier candidato que:
- Haya sido aceptado para la formaci�n psicoanal�tica por una instituci�n reconocida por la IPA.
- Haya sido aceptado como estudiante bona fide por el Comit� Ejecutivo (en adelante llamado Excom) de la IPSO en ausencia de 3.a.2.a. en el caso que el estudiante habite una regi�n donde no exista dicho centro de formaci�n. El criterio para determinar si el candidato es un estudiante bona fide de psicoan�lisis ser� que haya sido aceptado como tal por la IPA.
- El Tesorero Central haya otorgado al candidato una eximici�n. En tal caso deber� cumplir con 3.a.2.a y 3.a.2.b.
3. Finalizaci�n de la Membres�a
Un candidato que haya completado su formaci�n psicoanal�tica, que se haya graduado y que haya sido miembro componente grupal o individual permanece como miembro de la IPSO hasta despu�s de la Reuniones de Trabajo del Pre-Congreso de la IPSO siguiente a su graduaci�n.
La membres�a finaliza:
a. Si el miembro no paga la suscripci�n correspondiente, a menos que el Tesorero Central la haya redimido anteriormente.
b. Si un candidato es declarado culpable de una violaci�n �tica por su instituto y/o por la IPA.
c. Si las condiciones para ser miembro no son completadas
4. Elegibilidad para votar
Todos los miembros Individuales o Componentes Grupales tienen derecho a votar en todas las Reuniones de Trabajo de la IPSO. Los miembros Donantes pueden votar s�lo si son tambi�n miembros Individuales o Componentes Grupales.
5. Elegibilidad para ocupar cargos
Todos los Miembros Completos pueden ser elegidos como candidatos para las elecciones de cargos.
6.Derecho a asistir a las Reuniones Cient�ficas
Todos los miembros tienen el derecho de asistir a las Reuniones Cient�ficas organizadas por la IPSO, pagando los honorarios del Congreso. Personas que no sean miembros de la IPSO podr�n asistir en la medida en que sean candidatos o miembros de los institutos aprobados por la IPA y hayan pagado los honorarios del Congreso.
(b) Membres�a donante
Esta membres�a no otorga derechos de votaci�n dentro de la IPSO. Estar� abierta a:
a. Cualquier persona incluyendo, pero no limit�ndose a miembros de la IPA, que se haga cargo del pago de una suscripci�n de la IPSO.
b. Cualquier grupo u organizaci�n que desee contribuir econ�mica o moralmente con la IPSO, la cual tiene una suscripci�n para personas o grupos que demuestren un inter�s bona fide por el psicoan�lisis.

Articulo 5. Suscripciones anuales (Aranceles)

La suscripci�n anual ser� propuesta por el Comit� Ejecutivo y determinada por la Reuni�n de Trabajo sobre lo propuesto por el Comit� Ejecutivo. Los aranceles se pagar�n en D�lares americanos. Habr� tres clases de suscripciones (aranceles):
1. Grupo Constituyente
Es la membres�a preferencial. En este caso la Sociedad o el Instituto generalmente paga la suscripci�n.
2. Individual
Donde no hay un grupo de miembros constituyentes, el candidato puede asociarse individualmente.
3. Donante
Las donaciones a la IPSO deber�n hacerse a trav�s de la Tesorer�a Central, aunque dichas donaciones podr�n ser destinadas para su uso en una regi�n particular o para una actividad en particular. En el �ltimo caso el Tesorero Central y el Vicepresidente de la regi�n en cuesti�n deber�n ser correctamente informados.

Articulo 6. Estructura Ejecutiva y Administraci�n

El control supremo de la IPSO ser� consignado en las reuniones de sus miembros (Reuniones de Trabajo) convenidas en el Pre-Congreso de la IPSO, organizado conjuntamente con cada Congreso Internacional de Psicoan�lisis.
La reuni�n llevar� el nombre de Reuni�n de Trabajo de la IPSO.
Entre las reuniones de trabajo, el Presidente y el Excom. Estar�n habilitados para actuar en nombre de la IPSO, para administrar sus asuntos y promover sus objetivos, incluyendo la iniciaci�n de votaciones en temas sustantivos, como se expl�cita en el Estatuto1. El Excom se manejar� a s� mismo a trav�s de un C�digo de Procedimientos, compatible con la Constituci�n y Estatutos de la IPSO.

(a) Reuniones de Trabajo.
La Reuni�n de Trabajo y el Pre-Congreso de la IPSO ser�n convenidas por el Comit� Ejecutivo cada dos (2) a�os. El Presidente conducir� la Reuni�n de Trabajo, o cualquier otra persona delegada por el presidente, de acuerdo a los procedimientos establecidos en los estatutos.
La Reuni�n de Trabajo estar� exclusivamente abierta a miembros de la IPSO, pero otras personas podr�n asistir con el permiso del Excom.
Las elecciones para el Comit� Ejecutivo tendr�n lugar en estas reuniones ordinarias. Las elecciones se har�n por la mayor�a all� presente.
El Presidente-electo tomar� minutas. Un resumen de las minutas deber� ser publicado en el Newsletter en la Pagina Web de la IPSO. Las minutas completas deber�n guardarse en los archivos de la IPSO en Londres. Cualquier miembro interesado en ver una copia de las minutas deber� contactarse con un miembro del Comit� Ejecutivo.
(b) Reuniones Extraordinarias de Trabajo.
Podr�n llevarse a cabo donde y cuando lo determine el Excom. El qu�rum deber� ser de diez miembros m�s los miembros del Excom.
(c) Comit� Ejecutivo El Comit� Ejecutivo debe reunirse anualmente. Esta reuni�n anual deber� llevarse a cabo junto con la reuni�n del Council de la IPA y de la House of Delegate. Durante esta reuni�n anual o en la reuni�n Extraordinaria de Trabajo, sujeta ala aprobaci�n de los miembros, podr�n tomarse decisiones sobre el sistema.
Los funcionarios de la IPSO (junto con el Comit� Ejecutivo) ser�n:

1. El Presidente, quien ser� el funcionario mayor de la IPSO. Debe presidir las Reuniones de Trabajo, toda otra reuni�n general de la IPSO y del Comit� Ejecutivo.
2. El Presidente-electo, presidir� las reuniones de no estar disponible el Presidente. Debe suceder en el cargo de Presidente al final del pr�ximo Pre-Congreso, luego de su designaci�n como Presidente-electo. De requerir reemplazo el Presidente, el Presidente-electo se convierte en Presidente-reemplazante. (ver Estatuto)
3. Los Vice-Presidentes, tendr�n deberes asignados de acuerdo al manual de procedimientos. Hay cuatro (4) vicepresidentes por cada regi�n de la IPSO: Europa, Am�rica del Norte, Am�rica Latina y Africa/Australia/Asia.
4. Los tres (3) Vicepresidentes-Electos por Europa, Am�rica del Norte, y Am�rica Latina, quienes asistir�n a los anteriormente nombrados Vicepresidentes en sus deberes.
5. El Tesorero Central, quien recibir� pagos, dar� cuenta de y manejar� todo el dinero de la IPSO. El Tesorero Central deber� presentar el balance al Comit� Ejecutivo anualmente, y cada dos a�os a la Reuni�n de Trabajo. 6. El Editor del Newsletter y el Journal, quien es responsable por de las publicaciones en Internet (Website de la IPSO).

Seg�n el criterio del Presidente, y/o con una mayor�a de dos tercios del Excom, un consejero o asesor puede ser designado para realizar un trabajo espec�fico. Un consejero o asesor no es un miembro votante del Excom, ya que s�lo los miembros electos son miembros votantes.
(d) Publicaciones Oficiales
1. El �rgano oficial de la IPSO es el Newsletter, editado por el Editor y publicado en intervalos apropiados en el Website de la IPSO. Un informe o un resumen del Pre-Congreso y la Reuni�n de Trabajo aparecer�n en el primer Newsletter durante el a�o siguiente al Pre-Congreso.
2. IPSO Journal: Un Journal para Candidatos.
3. Pre-Congreso de Candidatos (PCC): la IPSO deber� apoyar y estar activamente involucrada en el desarrollo y organizaci�n del PCC.
4. Archivos e Historia de la IPSO: IPSO deber� apoyar el desarrollo y el mantenimiento de los archivos a llamarse �Los Archivos e Historia de la IPSO�. Estos archivos est�n ubicados en la oficina central de la IPA, actualmente localizada en Londres. La IPSO asume la responsabilidad del cuidado y mantenimiento de estos archivos.

Articulo 7. Rectificaciones a la Constituci�n y estatutos

La Constituci�n y Estatutos de la IPSO podr�n ser rectificados de la siguiente manera:

a. Una rectificaci�n puede ser propuesta por el Excom o por una Resoluci�n firmada y secundada por dos miembros de la IPSO y enviada por escrito al Presidente electo de la IPSO. La rectificaci�n propuesta deber� ser publicada en la siguiente Newsletter.
b. Una rectificaci�n ser� juzgada para su aprobaci�n luego de ser aprobada por dos tercios de los miembros que respondan dentro de un plazo de tiempo designado por el Excom.
c. Un reporte de los procedimientos de la Reuni�n de Trabajo deber� ser publicado en la Newsletter de la IPSO.

ESTATUTOS

1. Votaciones en la Reuniones de Trabajo
Todos los miembros pueden votar por mano alzada o a trav�s de votos secretos durante la Reuni�n de Trabajo. El encargado de la reuni�n (el Presidente o su delegado) tendr� el voto decisivo cuando los votos en contra y a favor de un asunto hallan empatado, excepto para la votaci�n de rectificaciones a la Constituci�n y Estatutos. En este caso se requiere una mayor�a de dos tercios
2. Agenda
El Presidente-electo har� circular (a trav�s de la Website de la IPSO) una Agenda Provisoria para los miembros que concurran a la Reuni�n de Trabajo.
3. Resoluciones
Las resoluciones, las cuales no son proposiciones de rectificaci�n a la Constituci�n y Estatutos, crean obligaci�n para la IPSO hasta la siguiente Reuni�n de Trabajo. Si se desea que la resoluci�n sea permanente, deber� ser presentada en forma de rectificaci�n propuesta para la Constituci�n y/o Estatutos de acuerdo al Art�culo 6.
Resoluciones que expresen una preferencia, si son aprobadas por la Reuni�n de Trabajo, no ser�n ligadas a la IPSO.
4. Procedimientos para cambiar las resoluciones Resoluci�n incluida en una agenda preparada de cualquier Reuni�n de Trabajo.
Cualquier miembro puede proponer una resoluci�n luego de haber sido firmada, secundada y presentada al Presidente electo de la IPSO. El Excom puede modificar una resoluci�n. Si las resoluciones son votadas por una mayor�a deber�n ser consideradas obligatorias dentro de la IPSO.
Mociones o rectificaciones a Resoluciones propuestas por los miembros.
a. Dos miembros pueden modificar o secundar una moci�n o una rectificaci�n a una Resoluci�n propuesta por los miembros durante una Reuni�n de Trabajo.
b. El Presidente podr� dirigir la acci�n tras una moci�n de los miembros de que sea considerada en una reuni�n del Excom, a realizarse antes de la finalizaci�n de la Reuni�n de Trabajo
5. Procedimientos para la Nominaci�n de Funcionarios
En el curso normal de los hechos, las nominaciones ser�n solamente para los �electos� (Presidente electo, cuatro Vicepresidentes electos), exceptuando al Editor y al Tesorero Central.
El Comit� Ejecutivo de la IPSO est� compuesto por funcionarios elegidos: Presidente/Presidente-electo; cuatro (4) Vicepresidentes / tres (3) Vicepresidentes-electos; Tesorero; Editor.
Luego de la elecci�n y nombramiento al Comit� Ejecutivo, es recalcado que cada miembro ser� considerado un funcionario y representante de la IPSO y no de su Sociedad local.
Es el Comit� Ejecutivo de la IPSO que lleva a cabo las tareas diarias de la IPSO y en su representaci�n y cuando es posible, relevante o necesario bajo consulta con los miembros de la IPSO.
(a) Presidente-electo
El Presidente electo ser� nominado entre todos los candidatos interesados de la regi�n, heredando la Presidencia dos a�os despu�s de su nominaci�n. Candidatos interesados en este cargo deber�n informar al vicepresidente de su regi�n y al actual Presidente por escrito.
(b) Vicepresidentes-Electos
Antes del 1 de Abril (en el a�o del Pre-Congreso), cada Vicepresidente (con la ayuda de los representantes regionales de la IPSO) escribe a todos los representantes de la IPSO en su regi�n, requiriendo nominaciones. El deber� informar al actual Vicepresidente de esa regi�n y al vicepresidente-electo de esa regi�n de su inter�s antes de las elecciones.
(c) Editor
Los candidatos interesados en el cargo de Editor deber�n tener cierta experiencia editorial o de publicaci�n. Es preferible tambi�n un buen conocimiento de ingl�s y castellano, ya que la Newsletter es una publicaci�n biling�e.
(d) Tesorero
Los candidatos para el Cargo de Tesorero pueden pertenecer a cualquier regi�n. Deber� tener f�cil acceso a la Cuenta Central en Londres y poder transferir dinero a las distintas regiones.
El ofrecimiento formal de nominaci�n debe incluir:
- Una presentaci�n por el nominado propuesto, indicando su disponibilidad de servir hasta el final de su t�rmino, sin importar que se haya graduado o no dentro de este termino.
- Un Curriculum Vitae
- Una declaraci�n por escrito que aclare que el nominado no est� actualmente envuelto en ninguna disputa con respecto a su conducta �tica.
- Un informe del Instituto del nominado indicando que �ste est� en buenos t�rminos con su Instituto.
El Comit� Ejecutivo informar� a los postulantes y asegurar� su disponibilidad para servir. Para ser elegido, cada postulante debe estar presente en la Reuni�n de trabajo que se lleva a cabo durante el �ltimo d�a del Pre-Congreso. Los miembros de la IPSO que no pueden ir a �sta reuni�n podr�n dar por escrito sus votos al Vicepresidente de su regi�n, quien luego los llevar� a la Reuni�n de Trabajo. Los votos escritos deber�n ser presentados a mas tardar el 1 de Mayo.
Los periodos de funciones son de dos (2) a�os para el Tesorero y el Editor. Podr�n ser reelegidos por otros dos (2) a�os. Para todas las otras funciones, el periodo es de cuatro (4) a�os. Dos a�os como Presidente-electo / Vicepresidente-electo, y dos (2) a�os como Presidente / Vicepresidente.
El periodo m�ximo para cada funci�n es de cuatro (4) a�os.
6. Votaci�n para funcionarios

(a) Presidente-electo, Vicepresidente-electo, Tesorero y Editor.
1. Cuando un solo candidato sea nominado, el o ella ser� declarado electo sin votaci�n previa.
2. Cuando se nominen dos candidatos, una simple mayor�a de votos decidir�.
3. Cuando se nominen dos o m�s candidatos, cada miembro votar� de acuerdo al Sistema de Voto �nico Transferible.
7. Posesi�n del cargo
Los Funcionarios recientemente electos se instalar�n en el �ltimo d�a del Congreso, y servir�n en su cargo hasta ser sucedidos al final del siguiente Congreso. Deber� haber una reuni�n de entrada y salida del Excom, presidida por el nuevo Presidente al finalizar la Reuni�n de Trabajo.
Ning�n Funcionario, electo o designado, podr� ser elegido para ocupar un mismo cargo m�s de dos per�odos completos.
8. Reemplazo de Funcionarios
En caso de que sea necesario reemplazar un funcionario del Excom, debe seguirse el siguiente procedimiento:
a. Cuando es necesario reemplazar al Presidente, el Presidente-electo asumir� esa funci�n. De no ser as� otro funcionario del Excom consultar� a todos los miembros votantes sobre que miembro del Excom actualmente presente y de ser posible de la misma regi�n geogr�fica, deber� convertirse en el presidente-reemplazante.
b. Cuando es necesario reemplazar al Vicepresidente (o electo), el Tesorero o el Editor, el Presidente consulta a los funcionarios del Comit� Ejecutivo y designa a un miembro a ocupar esta funci�n hasta la pr�xima elecci�n.
El Presidente o Vicepresidente Interino nominado mantendr� su funci�n hasta que una nueva persona, si es posible del mismo �rea geogr�fica, es elegida y asume el cargo en el pr�ximo Pre-Congreso.
Si se considera necesario, el Excom puede decidirse por un antiguo miembro del Excom. La mayor�a de los votos decide. En caso de empate, el Presidente tendr� un segundo y decisivo voto. Si el funcionario en cuesti�n es el Presidente, el Vicepresidente de la regi�n, quien est� a cargo de la presidencia, tendr� el voto decisivo.
Cuando es necesario reemplazar al Editor o al Tesorero, el Presidente consultar� con los otros miembros del Excom y designar� a un miembro del mismo a sostener este cargo hasta la pr�xima elecci�n.
9. Indemnizaci�n
Todos los funcionarios, miembros de comit�s, ser�n indemnizados por miembros de la IPSO por actos llevados a cabo en su representaci�n contra todo riesgo razonable o propiamente incurridos por ellos.
10. Idioma oficial por prop�sitos legales
Solo por prop�sitos legales, el idioma oficial de la IPSO ser� el Ingl�s. Por prop�sitos legales la versi�n de la constituci�n y el estatuto en Ingl�s ser� la versi�n oficial.
11. Idiomas de Trabajo
Los idiomas de trabajo de la IPSO ser�n Ingl�s, Franc�s, Alem�n, y Castellano. En la medida de lo posible, la Reuni�n de Trabajo del Pre-Congreso ser� traducida a los cuatro idiomas de trabajo de la IPA.
12. Reglas Aplicables
Los procedimientos de la Reuni�n de Trabajo se har�n de acuerdo a la corriente edici�n de Robert�s Rules of Order Revised en todos los casos en que sean aplicables y que no sean inconsistentes con la Constituci�n y Estatutos y reglas especiales de orden que pueda adoptar la IPSO.
El Presidente nombrar� un miembro de la IPSO como �Parlamentario�. Esta persona es responsable de dirigir los puntos de orden durante la Reuni�n de Trabajo.
13. Aceptaci�n de la Constituci�n y Estatutos
La presente Constituci�n y Estatutos pasar�n a ser inmediatamente efectivos tras su aceptaci�n por una mayor�a de dos tercios.
